Virtually all Korean War and World War II veterans are over age 65 and hence covered by Medicare. However, 645,628 Vietnam-era veterans were uninsured (8.5% of the 7.56 million Vietnam-era vets). Among the 8.6 million veterans who served during "other eras" including the Persian Gulf War, 12.9% (1,105,891) lacked health coverage.

Almost two-thirds (64.3%) of uninsured veterans were employed and nearly nine out of ten (86.4%) had worked within the past year. Most uninsured veterans, like other uninsured Americans were in working families. Many earned too little to afford health insurance, but too much to qualify for free care under Medicaid or VA means testing.

    I am a veteran who have no health care. I am a former USMC, when I separated in 1979 times were hard and I needed health care. 1979 to 1984, I relied on the VA health care and it was a great benefit, easy to enter, and had no cost of any kind. From 1984 until 2009, I have worked for the state and several private corporations where my family and I were covered by private health care companies. During that time, I witnessed those private health care companies continue to go up at extreme rates and revised to eliminate coverage of many of the normal health issues, any time we used the health care system. The huge increase of the private health care always increased over any pay increases. 2008, I had to use my private health care with three visits to the doctor for a possible heart problem and I had a swelled ankle. The bottom line to this story, my private health care system paid very little and none of the medication, where I paid 98.00 for 5 pills.

    May of 2009 I became laid off for this first time since 1984, and yes, I am still paying on those three medical visits, I decided to apply for VA Health. The female helping me fill out the application told me that in 2003 congress changed the VA health benefits. She told me that I would not receive VA health care, because I earned $40,000 in 2008, she also explained that I could attempt to reapply January 2010, but because I am receiving unemployment, I would not receive VA health care because I would receive too much money on unemployment. Today I have no health insurance and that is the thanks our government has, is, and will give our veterans now and in the future, and who have and still giving their service and lives to protect that same government.

    Our politicians receive enormous payments by the insurance giants to protect them and increase their wealth by stepping on the common Americans livelihood. Those same politicians are the only people in America who really have socialized medical benefits, paid by the common Americans. Insurance companies buying our politicians to protect their interest and wealth, is not a part of the capitalist society, but corporate ceo,s paying for protection and extortion of the American people, not much difference than the mob and gangsters do, and are considered criminals.

    I did not vote for Obama because I thought of him bring to radical, and the truth, the possibility of taking from the white Americans, (and my grand children paying for it) and giving everything he could to the black Americans and his Pastor created this picture. However, he has shown a drive to change health care in America and creating health care for ALL Americans. Now, would I support a national health care system if I still had a private health care, yes I would and always have. Can we pay for a national health care system, yes we can, with the use of creativity and critical thinking. If Obama stands strong and creates this health care plan for all Americans, he will get my support and my vote.

    In the early 90’s the politicians of Iowa already agreed to give state workers a 5% pay increase in writing and on a certain date. When that date approached, the same politicians fought that 5% pay increase and spent many hundred thousands of taxpayer money to fight this losing battle, where the government did lose in court. During this court battle, the politicians of Iowa gave themselves a 50% pay increase. I have witness these same politicians give themselves pay increases such as this on regular bases, the last was when the state of Iowa and the country started to have problems in 2008, where they gave themselves a 29% pay increase. This is one area that needs to be controlled. The other area is stopping corporations from buying our politicians for their own greed. Once we resolve these issues, we can create a way to pay for this system. In 2008 I wrote a system that would create 540 Billion dollars a year that would benefit ALL Americans in this country and pay for a national health care system. Everyone who read this system, wanted me to introduce this system to our politicians with the hope that they would take it serious. Not one of the politicians I sent this system to responded. I attempted every direction I could to introduce this system to any politician who would read it, but not one would even respond. We have no voice, we are only their pets to earn their wealth and power.

    In 2008 I wrote a system that would create 540 Billion dollars a year that would benefit ALL Americans in this country and pay for a national health care system. Everyone who read this system, wanted me to introduce this system to our politicians with the hope that they would take it serious.

    Stimulus the People, Create the Growth

    As one of the working class, I have witnessed the breakdown of the American system and watched people spreading hate and discontent against the same country and government, I once served proudly to defend as a United States Marine. I have always argued against others who showed their strong feelings against our government, but now, I understand that their statements are becoming more and more accurate. The time is now, for our Government Official’s to step up to the plate, and come up with a solution not only to solve this economy problem, but also reunite America’s together.

    The working class people of United States are the natural resource that created the United States as a strong nation. Under the Bush administration, we have seen 750 billion dollars of our tax money given as an economic stimulus plan to America’s financial companies. We have also witnessed, those CEO’s at those financial companies, using taxpayer’s money and give themselves large cash bonuses and still laid-off thousands of their own workers. A good example would be the CEO’s at Merrill Lynch, after receiving stimulus money, one corporate CEO gave himself a 10 million dollars, and approve large cash bonuses for all CEO’s at the firm. After they received their bonuses, they then approved 35 thousand layoffs. Corporate CEO’s, have shown no respects the American taxpayer’s, by taking the taxpayer’s money for themselves as bonuses, and by laying off the same taxpayer’s that financed these bonuses. Now, under the Obama administration, we are again witnessing 787 billion dollar stimulus (our bonuses money) money for the taxpayer to payback. This will happen again!

    Approximately one year ago, witnessing the direction our economy was going, and instead of complaining, blaming, and preparing to suffer the consequences for poor decisions by our government officials. I devise a system that would work quickly, create a strong economy, and increase American’s livelihood. I have always noticed when America has economic problems, our Government Officials think in a reverse direction by helping the guilty, the corporations, and not the innocent, the working class, to create a stronger and healthier economy. Using a little critical thinking, I determined that it made much more sense to stimulus the economy from the bottom up, rather than the top down. Therefore, I decided to think and write my own ideas on a stimulus plan. Understanding who really affects the economy, the American people, how can we increase their purchasing power in the economy. I started to think about the billions of taxpayers’ dollars turned over to the very people who actually created the economic problem. If that money was turned over to the American people, this problem would be solved. I then started to think about a tax credit system as being the right solution.

    Therefore, I would like to introduce a stimulus plan that possibly could solve the economy problems we are facing today. A tax credit system can create the economy growth we need. This plan is a solution that has received positive supports from everyone who has read and realized the impact this system would have on the American people and the current economy situation.

    “The Federal Tax Credit Program”

    This system will produce many benefits, the following are some:

    Benefits Involved

    • Financially improving and stabilizing Banks and Financial institutions
    • Early payoffs on large loans such as; home, vehicle, and business equipment
    • Improve Small Business
    • Create new Small Business
    • Increase sales of vehicles, farming equipment, and industrial equipment
    • Increase the housing market
    • Create job

    Government Benefits

    • Create a national health care plan
    • Improve infrastructure of public services or systems
    • Decrease or stabilize current taxes
    • Increase and improve Homeland Security systems

    Needs for System Operations

    • Startup cost 2 million dollars
    • 5 billion dollars for the initial operations
    • Computer system specially designed to operate and control the system
    • Individuals to oversee and manage the system, possibly public officials representing each party
    • Staffing with specialized positions such as management, systems operator, IT specialist, research and problem specialist, and security
    • Senate and Congress approval to allocate the funds and approve the system

    Operations

    • Each American citizen 18 years of age or older earning less than one hundred thousand dollars yearly would be eligible to participate, research will be need to provide proper data
    • Each qualified citizen can make a purchase of two sets of numbers or chances at the price of ten dollars for each one or two chances for twenty dollars for both set of numbers, this number could involve the individuals social security number
    • The numbers/chances would only involve the computer operation cycle during the time that cycle is operating
    • At the end of each cycle (schedule date at the end of every cycle) numbers would be chosen through the computer system until the depletion of the 5 billion dollar cycle
    • On each chosen number, the taxpayer will receive 2 hundred thousand dollars out of the 5 billion dollar cycle
    • If one individual were to have two sets of numbers chosen through the computer system, that individual would receive 4 hundred thousand dollars out of the 5 billion dollar cycle

    Cash Earnings

    • This system would take 5 billion dollars, and increase that amount to 50 billion dollars within a two-month period.
    • 5 billion of that 50 billion would be recycled back into the system for the next two months creating the next 50 billion dollars.
    • Each cycle could be at two-month intervals or one-month intervals according to studies.
    • At the end of each cycle, the government would have the sum of 45 billion dollars (minus operations cost) to be used improving and creating new government programs and increasing American standards.
    • If this system cycled every two months over an annual period, the government would receive 270 billion dollars (minus operations cost).
    • Operations cost would involve staff wages, equipment, maintenance, research ect.
    • If this system, were to operate on a monthly cycles, at the end of each annual cycle, the government returns would estimate 540 billion dollars.
    • These numbers are only suggested numbers, and should be adjusted according to studies and the populous support into the system.

    System Impact

    • American’s receiving the tax credit, would consider home mortgage payoffs – natural stimulus for financial institutions
    • New home sales would increase – natural stimulus for financial institutions
    • Home Renovation – increase in contracted home building and renovation
    • Purchasing new vehicles, farm and industrial equipment – natural stimulus for corporations
    • Increase of consumer spending – natural stimulus for small business
    • Education paid – less debt
    • Health improvements – would be natural and lessen the cost of health care
    • Stimulate the world economy problems – once America economy is flourishing other countries will follow

    Social Impact

    America has always been the world leader of most all social dysfunctions, for example; the annual murder rate in America is approximately 13 thousand people and increasing annually. Why are Americans social dysfunctions so high? The increasing high growth of uninsured and poor Americas living in America, creating a population of people living a life of stress, fear, hopelessness, and strapped to lifetime debts breeding a demoralized society. The America people, and most important, parents who have to live paycheck to paycheck or have no income are the ones who are placed in this situation and will become less socially responsibly. By creating, a system that deals directly with all Americans will lower social dysfunctions and greatly improve the social family makeup in America. Therefore, improving family social responsibilities, and decreasing unacceptable behavioral problems.

    A State and County Tax Credit System

    The Federal Tax Credit System is a system designed and written to solve economic problems at the national level. This same system could easily be redesigned to operate at a “State and County Government level”. The counties have updated data through annual consensus on population within the county. The county could determine the cycle amount needed through that latest consensus system. Imagine the benefits one county would have over other counties not operating this system. If one small county were to place, for an example, one hundred thousand dollars in a tax credit system each month. Individual involvement purchases are $10 dollars for involvement for each monthly cycle, that county would receive one million dollars, leaving nine hundred thousand dollars for improvements to that county and create the next one hundred thousand dollars would continue in the County Tax Credit Program for the next cycle. As an example, each person receiving a tax credit would receive 5 to 10 thousand dollars out of that one hundred thousand dollar cycle. At the end of the annual cycle, that county would create the earnings 12 million dollars, minus 12 hundred thousand dollars for tax credits paid outs, and operations cost.

    This stimulus plan is a quick and common sense plan that will work. When we think about our own livelihood and survival, we also need to think about the impact we have on other countries. “When America sneezes, other countries catch colds”, this is a true statement felt by many poverty stricken countries and the people living in those poorest countries, where the American economy situation drives their lives, to either a life or death condition. We as Americans control their life and death, as we are their main force in their social needs and livelihood; thousands of poverty-stricken people are suffering and dying daily. We, as the leaders of the world, need to address this, and can put the stop to this worldwide terrible problem.     Can I make a suggestion? Your letter is a very important point of view and I think you should post it as an article on your page's column.

    I'll clip Blearc's seed for the time being, to give it more exposure, though unfortunately I don't get much traffic at my site, but I think you make some important suggestions.

    I'm not a US citizen but find myself drawn to the debate. If the politicians aren't paying attention, then I think at least some Newsviners should get to know this.
